i bet this is a weak ground at the light assembly (probably due to rust
/ dirt etc.)
 
take a digital meter and i would measure both the voltage at the bulb
and the resistance with power off.  also measure the resistance from a
solid ground (good bare metal somewhere - bumper bolt ?) to the ground
side of the bulb.  digital meters are cheap now at radio shack or sears.

 
you could just jump right to it and take the bulbs out, sand them
lightly, sand the bulb sockets, sand where wires connect to light
assembly (including ground wire), sand where light assembly bolts to
chassis etc.  you can also get contact cleaner spray at radio shack and
spray the +12v wires at lights.  
 
there is the chance that the problem is up at brake switch, fuse etc,
but then you should see same problem for both sides of the lights.
