If checking at the master cylinder reveals that fluid is at the line and
that it is pushed by the pedal pressure, then check the four-way valve to
make sure the pin inside is centered. It may have been tripped by previous
brake bleeds, a common problem.
If it has been tripped, check why that big red dash indicator light isn't
blinding you!
If it hasn't been tripped, it becomes a question of finding the blockage in
the lines.
