Sure sounds low to me, but then it depends on what you want from your
tires.  If you're looking for a ride like your living room couch, and
don't care about performance or tire life, that might work well.

Tire pressure is always a compromise, best handling and wear tend to be
at higher pressures, best ride at lower pressures.  Other parameters
like wet and dry traction and noise are tough to generalize.  Low
pressures also tend to improve performance on soft surfaces like mud and
sand.
