Well, I'd guess that both retard and advance need to be close to the throttle 
plate when it is closed.
The retard needs to go away as soon as it comes off idle, so it ought to be on 
the upstream side
just as the throttle cracks open.   The advance needs to be "off" at idle and 
then come on soon after by being uncovered to manifold vacuum soon after the 
throttle cracks open.  You are right that we do not know how
progressive the vacuum is supposed to be.  I was hoping to use the progression 
graph to 1) determine if it
is retard or advance, 2) decide how to modify things to get the timing "right" 
with my current US distributor
and the UK carbs.

I was planning on getting a UK distributor to go with the UK carbs....
Either that or a MSD box that allows me to set the advance curve by hand!
