I believe it can be done, but is a major PITA.  I removed the fan and
fan extension from my TR3A without pulling the apron, and then (many
years later) changed the timing seal.  I assume your TR3 would be
similar, but YMMV.  Goes something like :

1) Remove the fan belt.  Put the car up securely on jack stands, the
higher the better, and remove the front wheels.

2) Remove the bolt that holds the fan hub to the crank, through the
crank hole in the radiator.  You may have to take the radiator loose
from it's mounts and/or the engine loose from it's mounts to get it to
line up and get room to get it out.  

3) Remove the 4 bolts that hold the fan to the fan extension and remove
the fan. If necessary, you can drain the radiator and remove the
radiator hoses, then push the radiator up and forward at the bottom to
get more room.  If you can, note the position of the balance pieces
(otherwise you'll have to rebalance later).

4) Remove the front crossmember.

5) Remove the 6 nuts that hold the fan extension to the hub, and remove
the extension, then the two pulley halves.  You'll have to turn the
engine to get to all the nuts.  Use a gear puller to remove the hub from
the crank, being careful not to damage the threads in the crank nose. 
You may have to find a small bridge piece or a bolt to keep the forcing
screw from touching the threads.  If I remember right, the six bolts are
trapped in the hub until you pull the hub.

6) Now you can remove the timing cover, and replace the seal and
gasket.  Reassembly is, as they say, the reverse.  Inspect the sealing
surface of the hub carefully, if there is a big enough groove to catch
with your fingernail, you should probably install a Speedi-sleeve.  My
local NAPA dealer was able to look up the part number, and order a
sleeve, although I chose to get the next size longer sleeve from the one
they list for a TR3/4.  Sorry, I seem to've misplaced the part number. 
The sleeve comes with an installation tool, you just smear a little
Permatex inside it and tap it into place on the hub.
