Hi Rod,
It sounds like a standard repair. I don't think they are botching the job.
However, If the welds are brazed in, they might tend to bubble up after 3-4
years. But if they MIG welded the pieces in, they did the best thing. It is
better to put new metal in, than to bang it out and slap the putty to it.
Sounds SOP to me.
