No, the DOT 3's vary in how they attack paint.  The valvoline "synpower" 
synthetic brake
fluid (DOT 3) seems less harsh to the paint.

Also, there is so called DOT 5.1 (or is it 5.2) which is not silicone based, 
still attacks paint, but maybe less than DOT 3.
