Where exactly in the original Service Instruction Manual did you find
that ?

My "general opinion" is based on the Bentley reprint of the "Triumph TR2
& TR3 Driver's Instruction Book", issued by Standard-Triumph Sales Ltd,
which states : "Recharging the hubs with grease on later models involves
removing the hubs, washing the bearings to remove all traces of the old
grease before liberally coating the rollers and races with new grease." 
Page 18 of the original manual, page 28 in the reprint.  In this case,
"later models" clearly refers to post TS 5348 (when the nipples for the
front hubs were deleted).  There is no mention of packing the entire
hub.
