TR6 Carb rebuild, and other questions

I bought a 74 TR6 in November, have not driven it yet, engine was running
very poorly.
I rebuilt my carbs,  later I notice my dashpod oil leaking out.  So I
decided to replace the 
O-ring at the bottom of the shaft, No problem getting the adjusting screw
assembly out
 because there was no spring clip holding it in. Question number 1, how
important is the
spring clip to hold down that assembly, or will the pressure from the
dashpod assembly
hold it down?

Question number 2.  The windscreen frame,  what color should it be?  Mine
looks like it
was black at one time, now it is black with primer gray, and primer red.
Were the frames ever
painted to match body colors?

Its Saturday and the temperature is going to be 70, here in the Chicago area
thats record
breaking, but tomorrow the high will be 40.  I'll have to try starting the
engine and adjusting 
carbs.
