Fred,
I am not sure what is causing the problem, but I do have a few more ideas
that you may want to check out.
Did you check to see if you are sucking in any air on the line going into the
pump? A bad connection or faulty house could be allowing air to enter the
fuel line and couse the pump to lose prime..
Could something be floating around in you fuel tank that will block the flow
when running, but releases when suction is absent and allows fuel to pass
when stopped?
