Your first thoght is correct.  It is simply a pass-through bolt and your bolt 
has rusted iteself to the sleeve inside the nylon bushes.  I have tried to 
drill and lately I have just melted the nylon (or rubber) bushes and pulled the 
old bolt out.  It makes an awful smell but its faster and cheaper than ruining 
the lower wishbone.  Steve Mc.
