Don't Understand

I am going to adjust my carbs
I read the needle is bias toward the engine.
Held that way by a set screw in the piston.
If I stick the adjusting tool down there and turn it
to adjust the mixture don't I turn the needle away
from the engine?
Does this adjustment effect only the idle mixture?
Undecided on buying or borrowing a colortune
