I would check the speedo cable first. When it binds slightly within the outer jacket the cable momentarily stops moving. The needle drops speed. When the torsion in the cable overcomes the friction, the cable springs forward faster than the real speed. The needle jumps up higher on the scale. The cheapest remedy is to lube the cable using a lube designed for this. If this fails, replace the inner cable, then finally the outer cable.
