Mike,

The bolts should be tight and the cam should turn freely.  You should
not feel any resistance when turning the cam.  I could not find cam
keeper bolt torques, but you can use the same as for other engine bolts
of the same diameter.  Make sure the cam is the same length as the one
you took out.  The stock cam that I just took out of my engine, measures
22 inches from the rear of the cam to the center of the cam keeper
groove.  Good luck.
