My inputs to your questions:

1: Don't plug that puppy, run a tube into a catch can or just run it 
overboard.  That tube carries crankcase vapors, usually generated by 
"blow-by".  If you plug it you will either blow oil out every engine pore 
(engine with no breather tube) or out the breather tube duing cornering 
(engine with breather tube).  Been there, done that.

2: Disconnect the fuel line at the engine, and at the tank.  Drain the tank 
outside.  Do not use a vacumn cleaner to suck crud out.  If there is crud in 
the tank, take the tank out and have a reputable shop clean it out. Replace 
rubber hose segments in the fuel line.

3: Sounds like non-original seats (TR250?)!  My guess would be one lever 
allows the entire seat to flip forward to gain access to the back, the other
 lets one adjust the back angle.
