As I suspect that either change could have been made independently, I
would guess that this does constitute two major changes. Therefore, it's
likely that you would be placed in the Modified class (section 2.2 in
VTR Concours Rules) whether or not you had previously elected to place
your car there.

Tough call. The exhaust could easily cost you 6-12 points, depending on
how the rules might be read. In many cases, that would be more than enough
to eliminate your car from placing. If the car is in "top" shape
otherwise, it probably has as good or better chance in the Modified Class,
where judging is on "appearance and workmanship only."
