There is alot of support for SB42, I don't know why not all of the supporters
were listed on this last go around, but a Senate analysis of 3-19-97 listed the

State Air Resources Board
ARGUMENTS IN SUPPORT: The California State Automobile
Association states, "An age-based rating contiuum of 25
years makes more sense than a year-based date -- 1966 --
particularly as the smog check program moves forward. Many
cars over 25 years are considered classics and have minimal
impact on air quality."
Jay Leno, host of the "Tonight" show, states, "The number
of cars over the age of 25 on our roads is really quite
small and I feel the hobby of car collecting is not only
beneficial to California in terms of jobs, but also
provides a positive environment for teenagers and kids.
"I have a number of cars over the age of 25 that have been
restored to their 100% original condition. The real key is
keeping a well maintained vehicle and most cars that age
are driven less than 1,000 miles per year."
ARGUMENTS IN OPPOSITION: The Air Resources Board (ARB)
states, "Older vehicles that are appropriately maintained
will pass Smog Check tests because the test is based not on
a 'clean air standard,' but on the standard for which the
car was designed; therefore, 'classic cars' would be good
candidates for passing Smog Check, but older high-mileage
vehicles in poor repair, which produce the 'worst'
emissions, would also be exempt.
"Owners of exempt vehicles may lose the incentive to keep
their vehicle in good repair or, under a worst case
scenario, remove emission control equipment."
The ARB also notes that they would "remove their opposition
if the age of the motor vehicle was increased from 25 years
to 30 years."
