Probably rusty. The system lives in an area that gets lots of moisture.  
Making notes, take the whole thing apart including where it goes through the  
rear 
bulkhead. Nice cleaning, painting and lubing should make it work like new.  
Install a new grommet if you have one. Could even paint the handle if it needs  
it. If I remember there are some sleeves and spacers on the bolts holding it 
to  the inner rocker.
