I believe there are bore, stroke, crank, casting and metallurgical 
differences between the 289 and 302 flat tappet lifter blocks, of which there 
has been 
recent thorough and informative discussion and reference on this list. 

I would recommend the book "How to build a Ford Smallblock" (if you have not 
added this to your library already) for reference to your question.
