If it's a nut-and-bolt combination then just grip each side very firmly 
with a good pair of Vise-Grips and twist until the bolt breaks. If the 
bolt is threaded into something that you want to preserve, then I'd 
start with a good penetrating oil, and let it soak in for a day or so 
before trying to undo it.
