spongy brakes

Just got Tigger back on the road after its Toploader rebuild.  The brake
pedal goes a long way before anything happens.  The second pump is better,
and the third feels pretty normal, but the car doesn't seem to stop as well
as before.  I assume I've got air in the brake lines.  Is there anything
else I should be looking for?  I don't have the power assist on mine.
