I have had this same problem and the bolt (5/16" ?) is only marginally able
to tighten the U-joint clamp onto the splined shaft from the rack. I use a
Grade 8 bolt and have tightened it as much as I dare too, and have still not
been able to get a tight fit. To solve this problem, I had to "adjust" the
clearance on the U-joint clamp using a big hammer. You have to take the
U-joint out and hammer on the clamp until it just fits snuggly on the rack
shaft. Then, when it's re-installed and you tighten the locking bolt, it
will tighten good and snug.
