Bruce,

If the turn signal flasher is slow only on the right turn, and
OK on the left, the problem is not the flasher. If the light
is dim only on the left rear, it's not the flasher.

Most likely cause is poor contacts on the bulb/bulb holder
(take out, examine, clean or replace), or the grounding (check
that hold down screws are contacting clean bare metal.)
