I have the exact same problem with my speedo.  It has also been rebuilt and 
checked and rechecked.  I, also, tried the route of grinding down the cable, 
etc...  The conclusion that myself and others have reached is that the fiber 
gear in the transmission is stripped.  It will have to wait until the engine 
comes out.  In the meantime, I've used the tack for so many years, that in 
4th gear it's just like a speedo to me.     Mark L.
