Mark,
One of the green wires hooks to the voltage stabilizer box, usually mounted
somewhere around the dash board support to the dash/firewall, without being
hooked to that, you will have no reading, it also has the tach hooked to it.
As to the fuel leak, that is all to common in that area, and normally there
is a rubber seal in between the fitting and the inside of the fitting hole
of the fuel line in to the pump, I suggest removing the line, and obtaining
a new rubber grommet, by matching it up at a NAPA store or a local PEP BOYS.
It is a very dangerous situation, and very frustrating one, to have that
particular leak there, I wish you luck, and with a little patience you will
solve both..
