I'm getting QQ plates for my car. especially because of the lack of
emissions equipment and performance mods.

Great to hear you are on your way. If you are in NJ you can get QQ
plates.
They are cheaper, good for 5 years and do not require any NJ inspection.
They are a limited use platet. I run QQ plates with regular insurance. I
hope that covers me if I grease a doctor. You could try inspection and
if
you fail then either to a private inspection (I think I could find one
that
will pass any car) or get QQ plates. Not that I advocate bypassing state
regulations, but ....
