Paul,
The lights will dim when the key is engaged if the bad ground is between
the battery and the body (either end of the cable). The faulty ground
is affecting the entire electrical system.
If the bad ground is between the frame and the engine block, the
starter will not turn but the lights will remain bright (The faulty
ground is affecting componets which get their ground on the engine).
