Indeed. It would be much more common to find that the line from the gas
tank to the canisters is leaky or broken. In this case, the gas tank would be
vented,
but of course the canisters would not be able to do their job.
Modern cars have pressure sensors, etc. to monitor the
condition of this plumbing, and you will get a "check engine"
light if a line is busted (or if you leave the gas cap loose).
