carb tuning idle speed problem

I put on some new carbs today (HS4s) - and started tuning them from scratch (ie 
- i put everything back to zero and went from there) I cant seem to get my idle 
speed lower than about 1000rpm. Ive followed the procedure in the haynes manual 
- and also one in my triumph clubs magazine. I get to the point of balancing 
the air intakes (im using the tube method) - and then adjusting the mixture - 
but it then tells me to turn down the throttle screws until the idle speed does 
down - but it doesnt do anything - they arent moving the levers.

Ive checked the throttle levers are going all the way closed - and pretty much 
everything I can think of - with my limited mechanical knowledge.


Any suggestions?
