Makes sense, but couldn't you just put the drum, and maybe even the wheel
back on when you use the puller?

Subject: RE: Hub Removal Tool
The problem is not the strength of the puller, it is the support of the
actual flange on the hub itself. Have you ever had a close look at these?
They are pretty thin and can't be more than 1/4 or 3/8" thick. It also
takes a lot of force to pull the flange off the hub and using a standard hub
puller actually distorts the flange!!
The original factory hub puller was shaped like a bell and bolted up to the
flange providing an additional 1/2" of solid metal to support and prevent
the flange from bending.
You can get a reproduction factory tool from the uk for about 65GBP +
shipping, you can make something yourself, or you can buy what Phil has
designed. Just be warned that if you use a standard arm puller, you'll more
than likely break something.
