David,
If you look at all Mk2 and Mk3 engines, that hole is still there but has been 
plugged.  You should be able to find a freeze plug (core
plug for you Brits) of the appropriate size to fill the hole.

By the way, I have heard that the reason the hole was plugged is because when 
you make a hard turn to the right, sump oil will climb
the side of the block and try and exit out the breather pipe.
