Do not panic.... I'm having the same problem. The bolt is rusted to the sleeve inside the trunnion. It can still spin but the only way I know of is to use a hack saw (the slowest method) or a sawzall to saw through the bolt on both sides of the trunnion. And then you have to replace the bolt.
