I have the same problem here in Vancouver Mike.  I only put 2000 kms on my
spit last summer compared to all the people who commute everyday to work(i'm
fortunate to be within a 5 min walk to work), and yet my spit will not pass
the strict testing here; idle and drive-dyno at 45kms/hr.  Doesn't feel very
fair considering what I use the car for.  We don't have mandatory visual
passes yet, but it'll be here soon, then it's curtains for many an LBC here.
