is due to the paint drying too fast. The paint hits the part as little balls
and is supposed to flow out to a smooth surface. If the paint dries too
fast it can't flow out completely and you end up with the vallies and peaks -
orange peel.
If you notice this, you can either add more reducer so that it takes longer
to dry or use a different temp reducer.

Depending on how bad the orange peel is and how much paint you have on the
part, you can sand it with 1500 or 2000 grit wet and dry (using water - of
course - this is also called "wet sanding" or "color sanding") with a rubber
backing pad, until the surface is smooth. If you haven't gone throught the
paint, you can then buff it back out. To buff it out, you will need an
electric buffer, and various rubbing compounds. I did this to my Morgan
this summer. The rear fenders were severly orange peeled. There results were
unbelievable!!!!
If you go through paint, you'll have to respray the area.

If you are refering to the sealer that you put down before you started the
painting, no you shouldn't. However, if you have problems with the touch
up crinkeling then you'll have to sand all the effected area to remove the
paint and reseal it, then prime, and color coat.
