1. Don't swap springs unless you have to. (broken/damaged) They are matched
to the carb model.
2. California or 49 State Spec? (Different carbs)
3. Check the bypass valve on the side of the carb. If the spring or
diaphragm are damaged, they cause
     leaks by the throttle, without allowing fuel in - one of the extra
holes in the carb face.
4. Check the temperature compensator - it may be out of adjustment. This
acts to richen the mixture when
     cold by closing off an air bleed, and lifting when warm to allow extra
air in.
5. California Spec only - The idle is controlled by the idle jet assembly
ONLY. This is in effect a separate
    carb stuck on the side of the carb to control idle only. Adjust with the
throttle completely closed!

PS - Since you are switching to a webber, why are you fooling with the
stromberg? However, I tried a
webber DGV, and other than no more oiling, wasn't overly impressed. And it
wasn't worth the price I paid.
