Chris,
I'd try heating it a bit, then use a Hand Impact Wrench on it. (Releases it
by striking with a hammer. Relieves tension if nothing else.)
If that fails, go for the Easy Out (or like my friend calls them, a
"Pain-In-The-Neck-Out").
PS, MY jack has scissors but no tires!
