Pull the packs apart and test the individual cells. Chances are good you've
got enough good cells between the two packs to build one good pack. Try the
electroshock treatment I posted a few weeks ago on the remaining cells. If
that doesn't work, get the relevant specs and start looking for suitable
bare cells. Most surplus houses will have at least something in the way of
NiCads.

You'll probably need to look at capacity and charge rates, as well as
physical dimensions. It's always best to group similar cells together, so
consider filling the second pack entirely with new cells.
