I used (dun..dun..dun...horrors!) a putty knife.
Like you I found it too soft to just blast off. Some
times I used a blow dryer to soften some stubborn
areas. (I didn't use a torch cause it heated too
much and there was a chance of a fire. After I
got most of it by scraping I had the rest blasted.
The same process was used for the entire
under-carriage of my truck. I decided against
the chemical methods when I thought about
the environment, my dog, all the messy rags,
etc. Cleanup was just a broom. Oh yea.
I know that's not a pleasant thing to look forward
to. Just put on some music you can get lost in
and do a "zen scraping" thing.
