We had a bit of trouble with ours as well. 

We used .030" Aluminum sheet, and wrapped it around the lip of the gas
tank, wide enough so that the top of the lip was the required 1.5" above
the tank. I found some aluminum tubing, 5/16 OD, and stuck that through,
TIG welding it to seal. I pushed the drain tube over that. 

To seal the catch pan around the gas can lip, we used some goop from
home depot that said it would glue to plastic and metal. We ran a bead
around the inside.
