1.) Run water through it with a garden hose to check for free flow. Flow
in both direction to flush out any residue (trash) that might possibly be
inside.
2.) Apply moderate air pressure and submerge it in water to check for
bubbles (leakage).
3.) Finally apply air pressure at least 1.5 times as high as maximum
pressure expected in operation (burst test). An oil cooler might be
expected to handle operating pressure up to 100 psi, so the test pressure
should be 150 psi. Wear goggles when you do this. If it blows (very
unlikely) you might get heavily splashed, or maybe even hit with a bit of
shrapnel.
