It's to take up a multitude of manufacturing tolerances. Two shims for the
2nd and 3rd pedestals only. This applies a preload (very slight bend) to
the rocker shaft to make it secure in the bores of the pedestals to prevent
it from wobbling about and wearing out both the shaft ands the pedestals at
the interface. You might never miss them if they weren't there, as earlier
cars didn't have them.
