Before you mess with the 3-4 lockout switch, bypass it and see what happens. I'm wondering if the transmission support or the motor mounts are shot and the tranny is moving against the tunnel on deceleration, shorting out a wire somewhere. When you push the shift lever to the right, does the tranny move? Alternatively, if the shift lever isn't nice and solid feeling, as it should be, your problem might be right there.
