A few more suggestions:
If you have removed the butterflies from the spindles, they only go back in one
way. The edges aren't square cut but are ground at an angle on the edges
farthest from the spindle. This bevel must match the throat angle.
Another possibility is that if the butterflies weren't alligned properly and one
or both is/are riding to close to one side of the throat and binding. This also
won't allow them to completely close.
You do have the correct needles and jets?
You have tried backing the fast idle screw way off and checking to make sure it
isn't touching the cam?
Leaking vacuum advance line, or vacuum advance diaphram in the distributor.
