Your guess fails to take into consideration that the Oxygen which is the 
active element in the air with respect to combustion is only a small 
percentage of all of the air taken in.  Further, it gets much more 
complicated in that the venturi effect that carburetors rely on wikll also be 
altered by changes in barometric pressure.  I feel that you cannot find a 
formula because this is a much more complex relationship than you are 
considering and one that cannot be resolved with any single formula.  The 
reason engine manufacturers all run test labs is that there is still a fair 
ammount of emperical engineering that goes into the fine details.
