I guy I know did this once. I didn't care for the results, but here's what
he did:
Paint the wheels to your liking, and use a product called "Tire Black" (or
something like that) to cover the overspray on the tires. The product is
some weird compound that goes on with a brush, and leaves a rubbery coating
on the tires. Problem is, the stuff cracks after a couple months of drying,
so you have to keep re-applying it.
