If it is Gullwing, I'd be less suspicious of the car's Alabama provenance.
They are a well-known dealer; less likely to be shady and more likely to
actually get a car shipped from Alabama.
It's good to be careful about cars without titles, but it's also good to be
careful about suggesting that somebody might be doing something
underhanded.

I suspect you're dealing with Gullwing Motorcars in LIC? Although they
advertise a large stock of DIY restoration projects, one Healey club member
bought an outstanding Jag 2+2 from them last year. He told them to hold it
for him, and when he arrived, it was every bit as good as they had
described
it.
