Paul,
You didn't mention whether you checked the ground at the turn signal itself.
My slow flashing problem turned out to be bad grounds at the front turn
signals. Corrosion had built up where the turn signal attaches to the body of
the car. I scraped the corrosion away and the signals worked fine.
