One word for the chrome problem on the wheels -- SANDBLAST. Then repaint in
a proper silver with a clear-coat. Much cheaper than new wheels, and they'll
look fine.
As far as the bumpers, the little "granules" won't go away -- if you can see
them, there isn't any chrome underneath. All you can do about that is get a
good chrome polish and buff buff buff. The chrome in between the spots will
look good and the spots will get smaller, but that's about it, but it's a
start. The shiny parts tend to "fool" the eye into looking at that. You
won't win any trophies, but it will look good enough to drive with pride.
