If it won't crank on either its own battery or a known good jumper, then the
12v is
not getting from the battery to the starter. Have no specific info on Midgets
but the ignition switch should operate a starter relay that should operate the
solenoid that should connect 12v to the starter. Are you getting any clicking
when
you turn the key to the start position? If not, check the white/red (probably)
from
the ignition switch to the relay. Quiet clicking? Check the brown/white
(probably)
from the relay to the solenoid. Loud clicking? Check solenoid contacts or
starter
brushes/windings.
