I think this (low float level) could be the problem, if the power
loss/misfire only happens up a steep incline. It could be the rear carb
(HS type) is very low, and the angle is such that the low fuel level
drops below the level of the jet, starving the rear cylinders.

Another alternative is a weak coil. One that hasn't the current to fire a
plug under heavy load conditions. (been there done that)
